Bulgaria among countries with lowest budget deficit, says financial report
T
he Bulgarian Finance Ministry has announced that Bulgaria’s budget deficit for 2009 was BGN 529,5 M or 0,8% of GDP.
The final 2009 statistics also showed that the budget deficit increased by BGN 31,3 M in December 2009. Finance Minister Simeon Djankov had predicted a BGN 500 M or 0,7 % of GDP budget deficit before the figures were announced Monday.
The center-right GERB government has outlined plans to end 2010 with a balanced budget, although Djankov has stated that he expects the budget deficit to continue growing in the first 3 months of 2010.
The revenue for the consolidated fiscal program reached BGN 25,021 B at the end of 2009, which is 76,9% of the planned revenue. Government expenditure for 2009 reached BGN 25,551 B.
Tax revenues including income from social security contributions for 2009 were BGN 20,171 B, from direct taxes the Treasury received BGN 3,813 B, and from indirect taxes – BGN 10,399 B.
Income from V.A.T was BGN 6.433 B, while revenue from excise duty fell BGN 207,2 M y/y to reach BGN 3,844 B.

The budget position by end-2009 meets the criteria provided in the State Budget 2009 Act. This ranks Bulgaria among the EU member states with lowest budget deficit in 2009, which is a clear signal that despite the unfavorable economic situation the Bulgarian government is conducting a disciplined and reasonable fiscal policy.
